I have a bitter soapy taste in my mouth?

for the last two days, ive had a bitter/ chemical/ soapy taste in my mout after every time i eat. there is nothing on my hands that would give that taste and i dont know what to do! i brush my teeth all the time and gargle mouth wash but nothing seems to help. oh the other day i had a rash all over my legs too. could they be connected?
