Is the question of whether we ought to use nuclear power a moral/spiritual question?

In a vague sense everything is a moral question, who will it hurt/help others? But, It seems that nuclear power is more a modern day safety issue such as smoking, driving laws, etc. unless you plan to hurt others with it, then it becomes a obvious moral issue.
