Does anyone know how I go about getting someone charged with parental/custodial interference?

My daughters father took her and I have been back and forth with family court filing violations but this is not enough because i want my daughter home. Im just looking to see if anyone would know how i can get him charged with parental/custodial interference. Do I go to sherriffs? Do I go to NYS Police? I live in NY and he lives in FL. He took her across the state line without my consent!! and NO its not considered kidnapping because he is her biological father!! Tried that!!
